In France as in Europe, most purchases in public sector institutions require a bureaucratic procedure to be followed. Unlike private procurement, public procurement is highly regulated.

The majority of items are bought on requisition, so a great deal of efforts is spent on sending forms back and forth in the system. The internal coordination costs are therefore high with respect to the contracting procedure for commodities; the procurement of commodities represent the greatest potential for savings with respect to electronic purchases especially due to the reduction in work procedures, which can be automated.

This goes both with the ordering process and the handling of invoices and payments. Combined with the regulated tendering process, this makes the idea of automating procurement an attractive option compared with the status quo

Since Jan 1st, 2010, any public contractor (local, regional, national) may accept online procedures as the ONLY means of reply, and to reject any offer sent by snail mail.

Using electronic market places means

- using e-marketplaces to send your files to public institutions and do business with them

Any business can use public e procurement! EU rules let any business from any Member State do business within the EU, but there are specific national regulations, including the use of "eCertificates", required in public electronic procedures.
